Why isnt my baby drinking much?

my baby is 11 weeks and hasnt drunk much today bout 18oz at the most she telling doin this wineing noise she has a sniffle and dribbling more could not drinkin much be she is teething?? and she is also more cuddlly today which i dont mind of course as i love cuddling her bt she will sleep on me when havin cuddles bt wont sleep in her moses basket
