Why is it that some police officers are so nice and some are such extreme ball busters ?

They are people just like everyone else. Just like every other occupation, you get a wide cross-range of personality types, and ethical standards. It's just that police officers tend to be high profile and have a lot of discretion and responsibility. So whatever personality traits an office has is going to be magnified.
