Can someone bless you by taking a lock of your baby hair?

My grandmother ped away not long ago and going through her things I found a lock of hair in a matchbox (which had a symbol on the front...military) I believe my soulmate is in the military. Do you think she could've put a special prayer or something to bless me to marry a military man when I got older. Also, I had found that she did other grandkids this way, we found, handprints or locks of hair with the grandkids names on them.
