Why didn't Bush and Cheney listen when Robert Richer told them that an impending attack was coming in weeks?

Because it was in the best interests of these people to go to war with Iraq. Cheney was involved in numerous "questionable" actions during these 8 years, including falsifying intelligence to advance his geopolitical goals.
